Performance-Based Environmental Policies for Agriculture

Producers, watershed practitioners, government regulators, economists, environmental scientists and other stakeholders met in Washington, D.C., March 20 and 21, 2003, to build a framework for performance-based environmental policies for agriculture.

Farm Foundation sponsored the workshop, which was organized by Winrock International’s Henry A. Wallace Center for Agricultural and Environmental Policy. Participants discussed practical policy applications for five selected watersheds, but with applicability to watersheds nationwide. Performance-based policy approaches had proven successful in controlling point source pollution from non-agriculture industries. Applying this approach to agriculture non-point source pollution presented significant challenges that workshop participants addressed. Here is an executive summary of the conference.
